HOUSE BILL NO. 2 An Act relating to issuance of a motor                        
vehicle registration plate to or parking permit for a person who is            
disabled was read the second time.                                             
                                                                               
Senator Mackie moved and asked unanimous consent that the bill be              
advanced to third reading and placed on final passage. Without                 
objection, it was so ordered.                                                  
                                                                               
HOUSE BILL NO. 2 was read the third time.                                      
                                                                               
Senator Ward moved and asked unanimous consent that he be                      
allowed to abstain from voting because of a conflict of interest.              
Objections were heard and Senator Ward was required to vote.
